Glue the arms in and then do the body. Glue the legs, feet and finish with the tail. Lastly, just make the ball at the tip of the tail and glue it on.

The texture alteration of a model is very simple in Pepakura Viewer:
>SETTINGS
>TEXTURE SETTINGS ...
>SPECIFY TEXTURE IMAGE ...
>select appropriate .JPG

Can I replace the hair with cotton balls? From,

hmm, I think you could replace the hair with cotton balls, but I can't say if the result will be good or not. You'll have to mold the cotton balls and glue the face and arms on it.

You should build it and apply a thin layer of cotton on to appropriate places.
Also Shiny version of Flaffy differs only in collor of the ball no?

The shiny is off by a little in hue for everything else as well, but the tail is the most noticeable part.
